Amid Biomass Focus, Scientists Urge EPA To Find Crops Carbon-Neutral

A group of university scientists is urging EPA Administrator Andrew Wheeler to issue a rule finding that agricultural crop residues are carbon-neutral for regulatory purposes, as the agency is poised to release a similar proposed rule for woody biomass used for energy that excludes crops.
