Within hours of the release of a draft cap-and-trade program covering the transportation sector in Northeastern and Mid-Atlantic states, New Hampshire Gov. Chris Sununu (R) pledged not to participate in the program even though the state had earlier been involved in the Transportation Climate Initiative (TCI) crafting the policy.
