A federal district court judge has blocked environmentalists from pursuing their suit seeking to vacate an Army Corps of Engineers permit governing construction of bulkheads, sea walls and other shore stabilizing projects, sidestepping arguments that the permit is unlawful in part because regulators had failed to account for the impacts of sea-level rise and other adverse climate change impacts.
