Lawyers Doubt EPA Claim Of Adequate ESPS 'Headroom' For Western States

A group of Colorado lawyers is questioning EPA's conclusion that there is enough “headroom” in the West and Texas to ensure those states can achieve their emissions targets under the agency's existing power plant greenhouse gas rule, charging that the final rule resulted in overly stringent targets that states will not be able to easily meet while still achieving meaningful GHG reductions.
