Texas' grid operator says that changes EPA made in the final version of its greenhouse gas rule for existing power plants will likely ease impacts on the state's grid, though the operator is still warning of potential adverse reliability impacts from the combined effects of the GHG rule and other environmental rules, including the agency's regional haze program.
