A new report from the Brookings Institution is renewing calls for the establishment of a dedicated federal trust fund to help finance research and deployment of carbon capture and sequestration (CCS) technology, saying such “off-budget funding” is needed to generate “sufficient financial resources in support of large-scale demonstration projects, while limiting or reducing the impact on the federal budget.”
