EPA's proposed federal implementation plan (FIP) for its existing power plant greenhouse gas rule is significantly narrower than any potential state-developed compliance plan, utility industry sources say, leading them to press states to at least submit an initial plan by next fall rather that completely resist writing a plan as ideological opponents of the rule are seeking.
