California Eyes New Cost Controls For Bigger Post-2020 GHG Trading Program

California officials are considering a "double cap" mechanism under their greenhouse gas cap-and-trade program after 2020 to help contain the costs of GHG allowances, recognizing that allowance costs may increase because the trading program is expected to play a larger role in achieving steep GHG targets that Gov. Jerry Brown (D) adopted since the trading program was first established.
