EPA is believed to be “leaning toward” an alternative approach for calculating the renewable energy portion of state greenhouse gas (GHG) targets under its proposed standards for existing utilities, according to one state regulator, a move that could strengthen goals in Midwest states due to the high availability of wind in that region but complicate efforts to clarify when states receive “early action credit” for their current renewable energy programs.
