Washington GHG Rule Rejects Legal Authority Claims, Cap-And-Trade Calls

Washington state in its just-finalized rule limiting greenhouse gases from industrial facilities and transportation fuels is rejecting industry claims that it lacks authority for the rule, as well as environmentalist requests to restructure the measure to make it more like a traditional cap-and-trade program.
