Report Says ESPS Needed To Drive GHG Cuts Despite Lower-Carbon Trends

Environmentalists are sharpening an argument that EPA's existing power plant greenhouse gas rule is necessary to secure emissions cuts despite market trends toward lower-carbon generation, though they are also laying the groundwork for efforts to cite those trends as a reason for a future administration to strengthen the rule.
