Paper Touts 'Common Elements' Approach For Cross-State ESPS Trading

A new paper by researchers at Duke University's Nicholas Institute for Environmental Policy Solutions is touting a simpler approach for allowing trading of greenhouse gas (GHG) reductions across state lines than formal, and more complicated, multi-state approaches for complying with EPA's proposed rule governing GHGs at existing power plants.
