At Odds With CARB, California's Brown Says Cap & Trade Needs 'Renewal'

California Gov. Jerry Brown (D) says the state's greenhouse gas cap-and-trade program is "long-term viable," but "at some point, it does need renewal" presumably by lawmakers, a statement that appears to be at odds with the state Air Resources Board's (CARB) stance that legislation is not needed, though spokesmen for Brown and the board deny there is any conflict.
