Capitol Hill lawmakers appear poised to unveil sweeping legislation that would direct EPA to phase down planet-warming hydrofluorocarbons (HFCs) -- while also including provisions to boost carbon capture and other low-carbon technologies -- alongside must-pass spending legislation for the remainder of fiscal year 2021.
