Industry Concerns Spur California To Rethink Post-2020 GHG Cap 'Assistance'

Responding in part to industry concerns about jobs and greenhouse gas “leakage” to other states, California air board officials have removed portions of their proposed post-2020 amendments to the cap-and-trade program concerning “assistance factors” for industrial sectors, which come in the form of free allowances to help firms meet declining caps.
