Federal Energy Regulatory Commissioner (FERC) Tony Clark is urging states to delay development of their plans for attaining EPA's greenhouse gas (GHG) standards for existing utilities until the agency issues guidance on what constitutes a federal implementation plan (FIP), putting new pressure on the agency to clarify the reach of its powers.
