Environmentalists are urging a federal appeals court to intervene and halt tree-clearing and other surface disturbing work backed by the U.S. Forest Service in a Colorado roadless area, after the court sided with their claim that the Forest Service violated the National Environmental Policy Act (NEPA) in granting an “exception” to the roadless rule.
