California Officials Upbeat On ZEVs Despite Likely Failure On Sales Goals

California energy and air regulators are painting a rosy picture for the future of zero-emission vehicle (ZEV) sales in the state, despite acknowledging that the total number of ZEVs in operation by 2025 likely will not meet Gov.
