California Moves Ahead On Social 'Cost' Tool Despite Trump's Withdrawal

California air regulators are moving forward with plans to use the Obama administration's social cost of carbon (SCC) metric to estimate the benefits of their major greenhouse gas regulatory plan, providing state-level momentum for the tool even though the Trump administration has scrapped federal guidance on the SCC.
