California Analysts Say Cap & Trade Cheaper Than Some Vehicle GHG Efforts

Some of California's programs to reduce greenhouse gases from the transportation sector have relatively high costs and questionable results, according to a new report from the state Legislative Analyst's Office (LAO), which says officials should consider relying more on their cap-and-trade program to achieve "low-cost" GHG cuts in the sector.
