A California state lawmaker is withdrawing legislation, reportedly pushed by Tesla Motors, to tighten the state's zero emissions vehicle (ZEV) regulation to require increased sales of emissions-free vehicles, after auto industry representatives charged the measure would help the manufacturer capitalize on its production of electric vehicles (EVs) while preventing manufacturers of plug-in hybrids from securing ZEV credits.
