States: New York orders 'climate test' for tar sands permit

New York's Department of Environmental Conservation (DEC) is planning to conduct a detailed environmental review of a request to transport Bakken tar sands crude oil through a Port of Albany terminal, with advocates saying the state is effectively imposing a “climate test” on the project.
