States: New York announces plans to limit HFCs

New York has announced plans to craft rules limiting high global warming potential hydrofluorocarbon (HFC) refrigerants, a move that would make it the second major state to adopt EPA requirements that were largely vacated by an appellate court and which the agency is no longer supporting.
