States: Massachusetts finalizes comprehensive suite of GHG regulations

Massachusetts environment officials have finalized a comprehensive suite of rules to reduce greenhouse gas emissions from multiple sectors, including a state-level power sector cap-and-trade program that would supplement the state's participation in the broader, nine-state Regional Greenhouse Gas Initiative (RGGI) program.
