States: Expert cites no 'especially bad' outcome in California GHG auction suit

No outcome of pending litigation in state appellate court challenging California's greenhouse gas allowance auctions under its economy-wide cap-and-trade program would be “especially bad,” one climate policy expert argues, even if the court were to rule in industry's favor and forbid the auctions.
