Regulation: USFS finalizes controversial NEPA exclusion rule

The U.S. Forest Service (USFS) is completing a controversial National Environmental Policy Act (NEPA) rule that expands the types of projects that are categorically excluded from environmental review, with environmental groups arguing the measure is overly broad.
