Regulation: EPA to publish final guidance rule, starting clock for suits

EPA is poised to publish its final rule overhauling how it treats guidance documents, a move that will not only start the clock for litigation on the policy but also trigger what Administrator Andrew Wheeler has predicted will be a “flurry” of petitions for the agency to revise or scrap existing guides.
