People: Trump nominates Wheeler as EPA chief, teeing up Senate fight

President Donald Trump has formally nominated acting EPA Administrator Andrew Wheeler to be the agency's permanent head, a long-expected move that sets the stage for wide-ranging debate on the administration's environmental rollbacks, as well as demands from Democrats for changes to that agenda in exchange for a speedy confirmation.
