Loose Change: Year-end deal includes FY21 funds, environment measures

Democratic and GOP leaders in Congress have reached a $2.3 trillion year-end government spending deal that funds EPA and other agencies for the remainder of fiscal year 2021, while also including multiple environment and energy provisions including a long-sought measure that would curb refrigerants that act as potent greenhouse gases.
