Loose Change: Texas plant explodes days after EPA safety rule rollback

An explosion has occurred at a chemical plant in East Texas, injuring three workers and releasing a chemical plume – adding to the string of explosions or fires at petrochemical facilities in the state even as the Trump EPA recently completed a rollback of Obama-era facility safety rules.
