Loose Change: EPA’s power plant NSPS rewrite clears OMB

The Trump EPA’s rewrite of Obama-era greenhouse gas standards for new coal-fired power plants has cleared the inter-agency review process at the White House, signaling that the agency might soon release the final rule, which may retain older standards premised on carbon capture and storage (CCS) technology.
