Loose change: EPA’s issuance of RFS waivers rocks program

EPA has issued dozens of waivers from renewable fuel standard (RFS) biofuel blending obligations for small refiners, sending prices for RFS compliance credits plunging and spurring a furious reaction from biofuel producers and farm groups, but support from the oil industry. Updates to EPA’s website announced Aug. 9 show that EPA Administrator Andrew Wheeler granted 31 of 40 outstanding waiver requests, with the remainder either denied, withdrawn or found ineligible.
