Litigation: States, utility urge Supreme Court to decline ZEC appeals

Two states that have adopted zero-emission credit (ZEC) programs to aid economically struggling nuclear plants, as well as the power generator that has largely benefited from the programs, are urging the Supreme Court to decline hearing an appeal from rival generators seeking to scrap the subsidies.
