Litigation: EPA methane rule rollback critics details early legal claims

States and environmentalists suing the Trump administration over its rollback of Obama-era rules limiting methane and volatile organic compound (VOC) emissions from new oil and gas facilities are detailing early legal claims they plan to raise in the suit, including that the rollback is arbitrary and violates the Clean Air Act.
