Litigation: Environmentalists outline claims in 9th Circuit NEPA SCC suit

Environmental groups are outlining their arguments for why an appellate court should overturn a district court ruling upholding the Trump administration’s failure to use the social cost of carbon (SCC) when assessing the climate change impacts of expanding a Montana coal mine.
