Litigation: DOJ appeals ruling backing California-Quebec GHG trading link

The Trump administration is appealing a recent federal district court ruling that turned aside its lawsuit alleging constitutional violations from California’s decision to link its greenhouse gas cap-and-trade program with Quebec’s similar market.
