Litigation: DC Circuit quickly consolidates 20 ESPS challenges

West Virginia has won bragging rights as the named petitioner in critics' lawsuit challenging EPA's just-published final greenhouse gas rule for existing power plants, as the U.S. Court of Appeals for the District of Columbia Circuit moved quickly to consolidate 20 cases filed so far from states, utilities and industry groups challenging the rule.
