International: McCarthy seeks draft HFC phasedown text this week

EPA Administrator Gina McCarthy is calling for international negotiators to end this week's Montreal Protocol talks in Vienna having drafted the text of an amendment to the agreement setting a global phasedown of high global warming potential (GWP) hydrofluorocarbon (HFC) refrigerants.
