Document: Yale report finds Western grid won't hurt California GHG efforts

A new study by Yale University researchers claims that California's proposal to create an expanded Western electricity grid will not weaken its pioneering clean power and greenhouse gas-reduction programs by enabling legal restrictions, as feared by some critics. “Transitioning from a single-state to a multi-state wholesale electricity market will not increase the risk that California’s clean energy policies face from challenges under the Supremacy Clause and dormant Commerce Clause,” the May 11 report concludes.
