Congress: Environmentalists seek to scrub biomass budget rider

Environmental groups are urging congressional leaders to drop language in the fiscal year 2018 omnibus appropriations bill slated to be approved by March 23 that would make permanent a controversial policy rider in the FY17 budget declaring biomass to be a carbon-neutral fuel.
